Retrofit programmes are creating a new category of roles

Publicly funded retrofit programmes have created role types that barely existed five years ago, and the qualification framework is ahead of the available workforce.

Employers are recruiting from adjacent trades and funding PAS accreditation, treating the qualification gap as a training problem rather than a hiring constraint.

Construction hiring succeeds or fails on supervision and certainty. Trades assess employers on whether hours are guaranteed, whether sites are well run, and whether the programme is real. Where employers can evidence those things, recruitment gets materially easier — and where they cannot, no rate premium fixes the attrition.

Across the UK, we are seeing employers run smaller, more deliberate searches: fewer roles open at once, tighter shortlists, and more willingness to train for the last twenty per cent of a specification.
