Return-to-office mandates are narrowing tech talent pools

More UK technology employers moved to three or four office days this year, and applications per role dropped sharply where they did. Fully remote roles still attract multiples of the applications hybrid roles receive.

A growing share of UK technology employers have tightened attendance expectations, and the recruitment effect is measurable: roles advertised at three or more office days attract a fraction of the applicants remote-first listings do.
Employers outside the South East feel it most, since their addressable pool was already thinner. Several have widened salary bands rather than relax the policy.
For candidates, flexibility is now a negotiable term in its own right, traded explicitly against base pay at offer stage.
What this means for hiring
In technology, the practical consequence is that briefs written a year ago no longer match the market. Roles defined as broad, generalist engineering attract volume without depth, while narrowly specified senior roles attract almost nobody through advertising alone. We usually recommend splitting the requirement: define the two or three capabilities that genuinely cannot be trained, then treat everything else as developable.
Across the UK, we are seeing employers run smaller, more deliberate searches: fewer roles open at once, tighter shortlists, and more willingness to train for the last twenty per cent of a specification.

Fewer, better matched candidates almost always beat a longer list — and in a market moving this quickly, speed of decision is itself a competitive advantage.
